"Urology" program - modernization of health care system on the example of urological care of Voronezh region

In 2006 national project (NP) "Health" started in Russia - the first and the most expensive of four national projects, thanks to which the primary care has been strengthened. Activities of the national project "Health" had a major impact on the demographic situation in the country, leading to an increase in the birth rate, reduction of mortality at all ages, increased life expectancy.

Existing since 2006, the standards of care for many diseases focus on health insurance funds. An attempt to create order in the delivery of urological care to the population was made on December 8, 2009 (Order № 966n), which failed to solve the problems of organizing of urological care.

Federal state budget organization "Institute of Urology" developed a theoretical model of organizing of urological care which is based on three principles:

• early detection of urological diseases;

• staged standardized care;

• control and optimization of expenses;

Basing on this model "Institute of Urology" developed "Urology" program, which was introduced in Voronezh region since the beginning of 2010. Analysis of the results showed the program's clinical, economic, and administrative efficiency.

At first time in the proposed model of the modernization of urological care we used a systematic approach that involves all parts of the organization of urological care starting from primary care, training of professionals at all levels and finishing with providing high-tech medical care and involvement of the media.
